The U.S. and China reached a historic agreement on reducing greenhouse gas emissions this week that seemed to signal a new international collaboration on addressing climate change. But on Capitol Hill the plan sparked predictable partisan debates as Congress reconvened.
Despite post-election pledges of cooperation and bipartisanship from Republicans and Democrats, the start of the lame duck session of Congress saw both parties bickering over not only climate change but also judicial appointments and the hot-button issue of immigration reform.
