As Hurricane Harvey dissipates, the recovery effort in Texas is just beginning.  The Category 4 storm dropped more than 50 inches of rain near Houston and killed dozens of people. Tens of thousands of people have been forced from their homes as the city begins to dry out.

Early estimates put the cleanup costs as high as $200 billion.  How is the federal government responding to what may be the costliest natural disaster in American history?
