President Obama’s request to Congress for a three-year authorization to use military force against ISIS is being met with resistance from Republicans and some Democrats. Republicans believe the White House plan is too restrictive and limits the authorities of military commanders in the field. Some Democrats say the proposal is too broad and should include a ban on U.S. ground troops. The president authorized the first airstrikes against ISIS targets in Iraq and Syria six months ago.
